In your event definition, for some unknown reason, there is no list of employees involved in the event.
To prevent the facility from being closed during the event (and guests still present), an additional check was made before the event itself started, and if something in the event definition is not correct, the event will not be held, and a message will appear stating that the event has been rejected.
For your specific case, I reset the game time to 20:50 and created a new savegame on page 4, slot 3.
