So, I made changes in original road definition file. I can't create this as mod because game don't like changes in config files.
If you want white borders on one-way roads, replace file
...Transport Fever 2\res\config\street\standard\country_small_one_way_new.lua
with file attached to this post.
PS. Yes, I added arrows too
